Advisory & Provision of ITT

As part of a wider NHS Wales initiative, our NHS Wales Client required assistance in developing the full ITT, including technical requirements capture for the purchase of an electronic prescribing solution. This procurement exercise was part of a wider NHS Wales initiative and had strict parameters within which the Health Board had to operate.

We deployed a team of digital Subject Matter Experts who worked with senior executives from CTMUHB to capture the full EPMA  technical requirements including that of quality, cost and medical needs. In addition, the creation of full ITT documentation was required and our team produced a set of specifications, scoring methodologies and procurement process to comply with the Health Board and NHS Wales’ regulatory needs.

Our team scoped out the full procurement process, ensuring at all stages compliance with stakeholder and regulatory needs. Detailed work was undertaken to produce the following documentation:

• The Invitation to Tender

• A full suite of ITT Schedules, including a new schedule on Social Value

• A full set of requirements

• Call Off Services Agreement

• Scoring Methodology

• Training for members of the wider procurement team, including Clinicians

• Schedule for the full procurement exercise.

The work was recognised by NHS Wales and our client as a leading example of how a procurement process can be conducted in collaboration with a Health Board. The Bidders were highly complementary of the detailed requirements and the smooth procurement process which resulted in our client being one of the first to complete the procurement of a HEPMA system.
